Where'd the bailout money go? Shhhh, it's a secret?

If they can't account for where the money went how will they account for it's return if they're expecting it to be paid back. The more and more we learn about this bailout the more it seems like some congressman and other government officials have pulled the scam of a lifetime on the country. I know it started with banks being forced to make loans to people who didn't have any plans to repay it but it has now ballooned way out of proportion. Anybody working for a bank and in charge of the money flow who said that he/she didn't know where it went should be in jail.
