Honestly,has there ever been a worse President than George W. Bush?

I mean I'm only 41 years old and I hear alot of negativity about Bill Clinton,but compared to Bush.....Bill Clinton could have lied during every speech,had with every female staffer,came to his inaugaration drunk and beat Hilary daily,and he still would not have been worse than Bush.
