I think you should take her to doctor immediately and ask for his expert opinion, pediatrician probably will not be able to tell you for sure if you need to take your daughter for hormone therapy but he will recommend right specialist. Your daughter is already 16, so the sooner you start helping her grow there will be a better chance that she gains few more inches to her height. I have a 7 year old, and since she was born she was short for her age, we started doing constant measuring and exercises that would help her grow. Right now she is still shortest in her cl, but if we continue doing what we are doing doctor expects her to be around 152 cm when she is all grown up. Good luck!
